Turns out the Baofeng UV-3R handset sux :(. According to this guy, it is possible that the DSP in the radio could be interfering with packet decoding:

Dunno, but packet decoding is somewhat intermittent with the UV-3R no doubt.
I feel like I trust this guy’s assessment a little bit since he’s a Linux kernel developer and all. But I am actually able to get reception to work pretty well on the UV-3R. So that is even better than his results. Transmission seems to work just fine though, so conceivably we can launch the UV-3R in the balloon and use a better transceiver for reception on the ground.
